Summary

Hautū Waka is an Indigenous Māori knowledge-based framework and metaphor of canoe navigation that guides collective transformation and systems change. Co-designed by Māori leaders, it draws on ancient karakia (chants) and mātauranga (knowledge) to structure phases of a journey (from sign detection to course setting) supporting intentional, adaptive, value-led processes in public sector and community contexts. The resource offers a “pipi dive” toolset with introductory guidance and webinars illustrating how to apply the framework in complex change initiatives.

How to use

Integrate Hautū Waka into courses or workshops on systems thinking, co-design, public policy, or sustainability leadership. Begin with the pipi-dive toolset to introduce learners to the framework’s phases and values. Use webinar sessions to deepen understanding of the navigation model’s steps. Facilitate group exercises mapping project stages to the canoe journey metaphor. Encourage participants to identify cultural or systemic signals (‘tohu’) and create adaptive action plans. Use reflection prompts to connect the framework to community-led or public-sector sustainability initiatives, emphasizing context, relationships, and value alignment.

Teaching format tip

Lesson/Teaching Plans

Engage students as co-facilitators and content contributors rather than passive recipients. Students should prepare discussion questions and share relevant experiences that enrich planned activities. Build flexibility for organic learning moments that emerge from student interests. Use plans as frameworks for shared inquiry rather than rigid scripts.
